He belongs in both. Lee was a brilliant commander. He damn near won the war within a few months. The only reason he didn't was because a junior commander disobeyed orders (he was later killed in action).

The South took over Federal property at Ft. Sumpter. The United came along to claim it. If I took your property would you try to take it back?

Lee chose the side of the Southern Terrorists and should therefore not be honored in the United States.
