Strait of Hormuz shipping traffic is effectively at a standstill despite ceasefire- Iran says ships wanting to transit need Iranian permission

The Iranian Foreign Minister says safe passage through the Strait of Hormuz will be possible in accordance with guidelines, in coordination with the Iranian armed forces, through designated routes.

Seyed Abbas Araqchi, in a telephone conversation with Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, added that all ships passing through this waterway must observe existing technical measures.
So, why hasn't Iran attacked the USS Michael Murphy that has been steaming through that strait for the last few days unimpeded?
