Absolutely fucking yes. If you can be punished according to the statute of law that says break and enter is illegal you are subject to that law.

It is a tautology or an absolute truth.

Conversely the same B & E statute is meaningless to the diplomat as he is not subject to the law.

The Constitution ensures that all in US jurisdiction retain their inalienable rights, but whether one is a citizen prior to birth remains an open question. I think one would be justified in prohibiting the unborn from voting.
