Why is Trump discussing a political rival on this phone call?
The implication is that Trump is tying already approved Military Aid to Ukraine, with Ukraine doing something 'reciprocal'.
In this case, a personal Favor.
A 'Favor' that involves his political rival, specifically, Joe Biden.

Kurt Volker may spread some more insight on this.
