Agreed. Even so, they know what is legal and what is not. Ever since the early Clinton administration, both parties have been less willing to go with convention in preference for sticking to the letter of the law. Fine.
Not conceding until all the votes are in is legal and smart, even one where it's increasingly unlikely Trump can win. Not tacitly conceding by funding Biden's transition team until he is declared President-elect is fine too. There's a silver-lining to all of this:
It's still Trump's watch. He can't share blame with Biden. Whatever happens is all his fault, even if he fires the entire Executive Administration.
Trump opens to door to being blamed for any future transition problems.
The entire Trump administration, including the transition of power, should become a major issue for Congressional reform.
