This is currently being tried in several states. MN just dealt with two of them near the Twin Cities. What blocked one of them was the Somali who escaped poverty in Somalia, "magically" found enough money to purchase a large tract of land south of the city, and was selling it to other Somalis as a new world in which they could live. The problem? He was busted for scamming his fellow brethren out of their cash.
