Sure. But how do you get from there to suggesting that amnesty needs to be more tightly regulated?
Well that has to do with precedents and public perception somewhat. If we just grant amnesty to all current illegals, why stop there? We've already seen amnesty policies pushed periodically by each party, so if it was acceptable then, it's easy to make the argument for it now. If it's acceptable now, why not do it again in a few years?
Yet, if it becomes clear that you really don't even have to follow immigration rules in the long run, why bother? I don't see much point in having any immigration restrictions if we're just going to periodically grant amnesty to everyone every few years or so.
