Colonial literally says they shut down the pipeline as a precaution. The pipeline, and the "meters" in that pipeline, were not what was hacked.

What was hacked was the corporate network and the billing, Colonial made it very clear that their operations were not hacked, but were shut down over an abundance of caution.

Words have meaning.

If they know what's being moved, they could determine the billing manually. If they can't meter the fuel they can't determine what the billing would be.

So this wasn't about metering, this was about Colonial not being able to bill anyone because its billing network was attacked.

The pipeline was fully operational and had gasoline in it.

Colonial shut it down, which created the shortage, because the ransomware attacked their billing system and if the pipeline were to remain open, they would have been unable to charge anyone for gasoline.
