The operational network would be that network, and Colonial was very clear when they said their operational network wasn't hacked.
So this wasn't about metering, this was about Colonial not being able to bill anyone because its billing network was attacked.

Colonial shut down the pipeline, not the hackers, so Colonial manufactured an artificial shortage because the pipeline was full of gasoline, it just wasn't operational because Colonial took an abundance of caution.
